The index is set at 2020 = 100. The binder price column is the delivered cost of PG 64-22 liquid asphalt cement at the plant, which is the input that drives most short-term movement in mix pricing.

For a homeowner
Find your region in the table, take the middle of the installed range, and multiply by your area. That gives a budget figure you can sanity-check quotes against. Anything more than 30% outside it deserves a question.
For a contractor bidding
Use your own plant quotation for the material line and this data only as a cross-check on whether your market has moved. Where a contract runs more than a few months, seek a bitumen index adjustment clause tied to your state DOT's published index.
For a facilities manager budgeting
Plan on the installed commercial range plus 15% contingency for site-specific items — drainage, subgrade remediation, traffic control — that never appear in a per-square-foot figure.

Is there an asphalt price index?

How often do asphalt prices change?
Plant prices are typically reset monthly or quarterly. The binder component moves with crude oil and is the volatile part; aggregate and labour move slowly.
Where can I find historical asphalt prices?
The BLS PPI series goes back decades. State DOT bid tabulations are the best source for actual transacted prices in a specific market, and most publish them publicly.
Why is asphalt more expensive in some states?
Aggregate availability, plant density, labour rates and season length. States that import aggregate and have a four-month paving window pay considerably more than states with local quarries and year-round production.
