This calculator defaults to the correct RAP millings density of 125 lb/ft³ (2,002 kg/m³) and a 15% buffer, not the 145 lb/ft³ and 10% that general asphalt calculators use. That difference alone changes the tonnage by about 16%.
Why millings density matters
Reclaimed asphalt pavement is old road surface milled off, crushed and stockpiled. The aggregate and the aged binder are both still there, but the material never re-melts, so compacted millings retain considerably more void space than fresh hot mix.

On a small job that is a rounding error. On a 40,000 sq ft yard it is 108 tons and $2,700 of material you do not need, plus the haulage.

Because the material cost is so low, haulage frequently exceeds it. Ask for a delivered price per ton rather than a plant-gate price, and ask what the minimum load is.

Installing a millings surface
- Prepare the base. Millings are not a substitute for a base. Grade, compact and proof-roll the subgrade, and place 4–6 inches of crushed stone on anything other than competent free-draining soil.
- Set the grade. 1–2% fall for drainage, and a slight crown on wide areas.
- Spread in lifts of 2–3 inches. A box blade or a grader gives a far better result than a loader bucket.
- Wet lightly. A damp material compacts better than a dry one and generates less dust.
- Roll with a vibratory roller. Six to eight passes. A plate compactor works for small areas but the result is less uniform.
- Place on a warm day if you can. Above about 75 °F the residual binder softens and the material knits together noticeably better.
- Optional tack between lifts. A light emulsion spray improves interlayer bonding on thicker sections.
- Expect loose material for 2–4 weeks. Traffic completes the compaction. Re-grade and re-roll once after the first month.

RAP in new hot mix
The other life of millings is as a component of new asphalt. Crushed and screened RAP goes back into the plant and is blended with virgin aggregate and binder.

Higher RAP content normally requires a softer virgin binder grade to offset the stiff aged binder in the recycled material. This is why RAP percentages are a mix design decision, not simply an economic one. Asphalt is the most recycled material in North America by tonnage, and the great majority of milled pavement goes back into new mix rather than to landfill.
Regulatory considerations
- Placement restrictions. Some jurisdictions restrict millings near surface water, wells or in wellhead protection areas. Check before you order.
- Stormwater classification. Compacted millings are generally treated as an impervious surface for stormwater calculations, the same as hot mix.
- Historic coal tar. Millings from pavements sealed with coal tar sealant in the past may carry PAH content above some state thresholds. Reputable suppliers test; ask.
- DOT specification. Where millings are used as a base under a permitted pavement, the gradation usually has to meet the DOT's aggregate base specification.
