The index base is 2020 = 100. The pattern — a winter trough, a spring climb, a July peak and an autumn easing — repeats every year in the northern hemisphere and is driven by paving season demand rather than by refinery supply.

Price by binder grade

Performance grade binders are priced by how far the high and low temperature limits are apart, and by whether polymer modification is needed to achieve that spread.

A wider span nearly always means polymer modification, which is why the premium jumps at PG 76. On a mix at 5.5% binder, moving from PG 64-22 to PG 76-22 adds roughly $11–$14 per ton to the finished mix — meaningful, but small relative to what rutting failure costs.

The relationship is simple and worth internalising: a 10% move in the binder index shifts the finished mix price by roughly 2.5–3%. That is why binder volatility matters on long contracts and barely matters on a single driveway.

Index adjustment clauses

Most state DOTs include a bituminous price adjustment clause on contracts above a threshold value. The mechanism is consistent even though the details vary:

  1. A base index is fixed at the bid date from the agency's published monthly binder price.
  2. Each month the agency publishes the current index.
  3. Payment for asphalt items is adjusted by the difference, multiplied by the assumed binder content and the quantity placed.
  4. Many agencies apply a dead band — typically ±5% — inside which no adjustment is made.

For a contractor, the value of the clause is that it removes the need to price binder risk into the bid. For an owner, it usually results in lower bids overall.

What is the difference between bitumen and asphalt?

Bitumen is the binder — the black, viscous petroleum residue. Asphalt, in North American usage, is the finished mix of aggregate plus bitumen. Confusingly, "asphalt" also means the binder itself in some US contexts, where it is called asphalt cement. Elsewhere in the world the binder is always bitumen and the mix is asphalt concrete.

Why does bitumen price track crude oil?

Bitumen is the heavy residue left at the bottom of the crude distillation column. Its price follows crude with a lag of two to four months, moderated by refinery configuration — refineries that can upgrade the residue into lighter products will do so when the margin favours it, tightening bitumen supply.

How much bitumen is in asphalt?

4.5 to 6% by weight for dense-graded mix, higher for SMA and porous asphalt at 6–7%. Because bitumen is far more expensive per ton than aggregate, that 5% of the weight is 25–35% of the material cost.
