Liquid Asphalt (Bitumen) Price — 2026 Index and Grades

Liquid asphalt cement is 4.5–6% of a mix by weight but 25–35% of its cost, and it is where nearly all short-term price volatility comes from. This page tracks the 2026 binder index, prices by PG grade, and explains index adjustment clauses.

2026 monthly index

The index base is 2020 = 100. The pattern — a winter trough, a spring climb, a July peak and an autumn easing — repeats every year in the northern hemisphere and is driven by paving season demand rather than by refinery supply.

Price by binder grade

Performance grade binders are priced by how far the high and low temperature limits are apart, and by whether polymer modification is needed to achieve that spread.

A wider span nearly always means polymer modification, which is why the premium jumps at PG 76. On a mix at 5.5% binder, moving from PG 64-22 to PG 76-22 adds roughly $11–$14 per ton to the finished mix — meaningful, but small relative to what rutting failure costs.

Why the bitumen price moves

• Crude oil. Bitumen is the vacuum residue from heavy crude distillation. Its price follows crude with a two-to-four-month lag.
• Refinery configuration. Refineries with cokers or hydrocrackers can convert residue into diesel and gasoline. When those margins are strong, less bitumen reaches the market and its price rises independently of crude.
• Crude slate. Heavy sour crudes yield far more bitumen than light sweet ones. Shifts in which crudes a region processes change bitumen availability.
• Seasonal demand. Northern-hemisphere paving concentrates demand into six months.
• Storage and logistics. Bitumen must be kept above about 150 °C to remain pumpable, so it cannot be stockpiled cheaply. Terminal capacity constrains supply response.
• Regulatory change. Marine fuel sulphur rules and refinery closures both shifted residue economics in recent years.

Binder's share of mix cost

The relationship is simple and worth internalising: a 10% move in the binder index shifts the finished mix price by roughly 2.5–3%. That is why binder volatility matters on long contracts and barely matters on a single driveway.

Index adjustment clauses

Most state DOTs include a bituminous price adjustment clause on contracts above a threshold value. The mechanism is consistent even though the details vary:

1. A base index is fixed at the bid date from the agency's published monthly binder price.
2. Each month the agency publishes the current index.
3. Payment for asphalt items is adjusted by the difference, multiplied by the assumed binder content and the quantity placed.
4. Many agencies apply a dead band — typically ±5% — inside which no adjustment is made.

For a contractor, the value of the clause is that it removes the need to price binder risk into the bid. For an owner, it usually results in lower bids overall.

International reference points

These are indicative delivered-to-plant figures and move with local currency and freight as much as with the underlying commodity. Treat them as a starting point for a conversation with a supplier, not as a quotation.
